In a bowl, whisk soy sauce and brown sugar until the sugar dissolves. Whisk in the chili, then slowly whisk in the oil until combined.
Add chicken thighs and turn to coat. Marinate 20 minutes.
Heat a large skillet over medium-high. Remove chicken from the marinade, letting excess drip off. Cook 3–4 minutes until nicely browned, flip, then reduce heat to medium-low and cover. Cook 10–15 minutes until the thickest part reaches 165°F.
