Cook pasta according to package directions; drain and rinse with cold water. Transfer to a large bowl.
Combine basil, parsley, walnuts, Parmesan, garlic, lemon juice, salt and pepper in a food processor. Pulse, scraping down side as necessary, until finely chopped. With processor running, slowly drizzle in oil. Add the pesto, tomato, and peppers to the pasta; toss to coat.
Arrange Fresh Express® Hearts of Romaine Lettuce on four plates; top with pasta.
